
A delegation of the International Commission against the Death Penalty (ICDP or Commission), led by Commissioner Tsakhia Elbegdorj, former President of Mongolia, visited Tokyo from 16 to 22 May 2025. The delegation included ICDP Co-Executive Directors Asunta Vivo Cavaller and Dr. Rajiv Narayan. The visit, which took place at the invitation of the former Minister of Justice and current Member of Parliament Hideo Hiraoka, focused on engaging with key stakeholders on the issue of the death penalty in Japan including senior Ministers, parliamentarians, lawyers including senior office-bearers from Japan Federation of Bar Associations, civil society organizations, academics, diplomats of its Support Group, and media to promote dialogue on moving the country gradually away from capital punishment.
